WHAT WE HEARD REPORT:
Voices of the Chinatown Community in Public Hearings and Engagement

The 105 Keefer Rezoning Application was a contentious mixed-use development proposed in Vancouver’s Chinatown neighbourhood that sparked heated debates and protests in the Chinatown community. The 105 Keefer hearing is an excellent case study of barriers faced by communities in participating meaningfully in decision-making processes.

RPHI partnered with the Hua Foundation to engage the Chinatown community in conversation about their experiences with public engagement, particularly during the 105 Keefer Rezoning. The report details and examines what we heard from community members—their experiences, values and suggestions for better engagement on land use decisions—and summarizes key themes and learnings from these dialogues.
